Galeon 1.3.8 Released

After far too long, as seems rather common these days, we have a new
galeon release for you. 1.3.8 has some nice new features and a revamped
bookmark editor as well as a lot of bugfixes.
It's also significant because we're formally announcing that 1.2.x
support will be limited to ensuring it still compiles with newer mozilla
releases. This has been de facto for a while now, but we're now
confident that 1.3.x is a good product for the average user despite its
nominal 'unstable' status. And here's the summarised changes:

* Rewritten preferences dialog with more options to play with
