The X Developer's Meeting is now underway at the Cambridge Research Laboratory in Cambridge, Massachusetts. Federico Mena-Quintero has put a nice write-up online of the first day of talks, the write-up is available here

I quite don't understand what you're talking about.

All there's about "configuring X" is to get it up and running at the right pixel-depth and resolution, and today, any decent installer does that automagically. Everything else, including "usability and consistency", is a window manager/desktop environment/applications' issue, not of X.
