I've created an article with mockups and ideas for things that I'd like to see GNOME 3.* doing in the future.

Rotary menus have been done before. Like other ideas that were tried in the past but are now almost entirely unused, we've found better ways.

I'm with the ACL poster: that's the one thing that I'm really holding out for. Apart from that, GNOME needs more integration (drag and drop colors), IDEAL mode interfaces provided uniformly to all apps, better component and code sharing, like kde's DCOP provides (editor objects in every app that wants one, browsers in every app that wants one, KOffice and Kontact easily integrated by combining existing apps, etc.) Also, serious optimisation, and more work on making RAD available to developers, etc.
