As for sleep, if you are using Ubuntu, have you tried running /etc/acpi/sleep.sh (as root)? You will need to edit /etc/default/acpi-support first in self-explanatory ways.

Why, no, it hadn't occured to me to edit /etc/acpi/sleep.sh. And I have to do this as root? From the command line?

I think you've made the author's original point about some bits being difficult to use quite well. His point wasn't that these things couldn't be done, but that they can't be accomplished by a casual user.
