A Russian based company has released the first english edition of their "Linux XP Desktop" which contains a version of GNOME modified to look like WinXP. Looks like the source code modifications are available on a overloaded FTP server, but binary versions are only available on a trial basis.

Wine is a means to an end for migration, but making linux look like windows is counter productive. You still need to make the UI switch at some stage. Best to do it immediately rather than try to ease the users in, you don't want them to think it is actually windows especially when something they'll expect to be there isn't.

The simple fact is that the Gnome user interface beats the hell out of windows in most areas, what is missing however is a good set of hardware configuration UIs and some polish around the edges, this is all work in progress so why force people to use something which is so god aweful in design that it looks like windows!

Design is the key to good desktops, and by that I mean design on two fronts. Firstly there is the usability, human interface. Next is the graphic design. With windows the graphic design when I first saw it was somewhat reminicient of teletubby land. Microsoft patronised their patrons with a user interface for kids as their main desktop, they could easily have used a theme like watercolour XP as the default as I found it was a better design. Microsoft dropped the ball on graphic design but from a usability stand point some of it was quite good, for instance the recent/most used applications, collapsable system tray, and various hardware management UI improvements made windows XP stand a little above windows 2000.

They still have a serious addiction to configuration windows popping up child windows for advanced or supplimentary configuration and this is more clutter in an already cluttered space.

There are cues linux can take from windows, in various areas, and cues linux can take from apple, and of course linux developers of all walks can innovate as much as they can to make things better and with the corporate backing the infrastructure improves and the desktop grows. But to take the graphic design key from windows is like using crayons to touch up the mona lisa, you'll ruin whats great about it.
