because it is beta software

In general, beta software doesn't go into repositories. It can be a milestone release that is incomplete (ex: a 0.5 release), but it has to be declared a stable release by the developers. Ubuntu bundles some pre-stable stuff in its upcoming release repositories, like Gnome release candidates, but it doesn't go into the current release until it is stable.

One can hardly claim that

One can hardly claim that beta and other pre-stable packages aren't included in the current release when the current release, Feisty, is filled with counterexamples, many of them installed by default and essential for the running of the system. Try using synaptic to search for 'cvs', 'svn', 'pre', 'rc', 'beta', and 'alpha' in the version strings. The results are rather surprising.
