Why is the 2.x series not in repositories?

I checked the Anjuta FAQ, searched the Anjuta mailing list archives, tried finding an answer with Google and came up empty-handed. So please forgive me if this is common knowledge but I just can't seem to find out why the Anjuta 2.x series, despite being out for 2 years as of today, is not available in either Ubuntu or Debian's repositories.

Are there build problems or license issues? Could it be due to a shortage of package maintainers? Is the 2.x branch considered unstable? Even if stability were the case, why is it not offered in an anjuta-2 package alongside the older 1.x version?

Thanks in advance to anyone who can clarify the situation.
