Because grouped task switching and grouped tabs are NOT the same thing.

For example, im my web browser, I have two or more browser windows open. Each window has multiple tabs. One window has tabs for different online foruns. The other window has tabs for different theme sites.

You couldn't do that with grouoped taskbar (some of us don't use taskbars anyhow! I despise them and use the menu list); a secondary taskbar would eat up precious screen real-estate. Grouped taskbar buttons would have all the aforementioned sites under one big group - essentially, not grouping them at all.

If you don't like tabs, don't use them. Some of use tabs quite extensively, and removing them strips away major functionality for such users.
