Yes, the KDE project will let it in. artsd lets you make bridges pretty easy, so a gstreamer playobject will just be included. Gstreamer will never be required depedency for KDE, but if it ever gets mature enough, support will be there in KDE (it's already been pretty much written), to let the user use gstreamer if it's installed.
